Five steps, one flow

Each step is a decision point; an unfinished period is kept as a draft.

1 · Scope

Which project, blocks or units the bill covers. The scope comes from the same hierarchy used everywhere else in the panel — and a loop is often the quickest way to select it.

2 · Period

Start and end dates plus the period type (winter or summer). In summer the heating items drop out of the calculation.

3 · Parameters

The individual heating ratio, hot water price and temperature, unit prices and the reading fee are defined here. Ratios are set per project.

4 · Extra charges

Up to five additional charge items — a site management fee, for example — each with its own distribution basis.

5 · Estimation

For meters that could not be read, either the unit's own previous comparable period or the average of comparable units is applied. The minimum heating ratio is set on this step too.

Draft and closing

An unfinished period is kept as a draft. Once checked, the period is closed and the closed period is locked into the record.

Turkish heat cost allocation is governed by law 5627 and regulation 26847. Each rule below corresponds to a parameter in the billing wizard.

Measured consumption and floor area

In central systems, part of the heating cost is shared by measured consumption and the rest by the usable area (m²) of each unit. Turkish regulation sets 70/30 for central and 80/20 for district systems. The ratio is a parameter, not a hard-coded value.

Domestic hot water

Hot water costs are allocated entirely by measured consumption.

Minimum heating

Units heated by a central system are set to a minimum indoor temperature; for units below it, a minimum heating ratio based on the project's region and the month is applied.

Units that cannot be measured

Where equipment failure prevents a share being determined, either that unit's own previous comparable period or the consumption of comparable units in the same period is used.

Statement and posting

The statement carries measurement dates and values, calculation tables, total cost, allocation ratios, the amount due and the payment deadline; statements are posted as a list at the building entrance.

Measuring equipment

Heat cost allocators and meters must comply with metrology legislation; brand, serial number and first reading date are kept in the inventory.

From creating a bill to closing the period

The path a monthly close follows in the panel.
  1. Scope is selected in the billing wizard.

  2. Period dates and the total energy cost are entered.

  3. Parameters are checked — individual heating ratio and hot water price above all.

  4. Extra charge items are added.

  5. Indexes are pulled in; unread meters go to estimation.

  6. The calculation runs, is saved as a draft and reviewed.

  7. The period is closed; the posting list is printed and unit statements are delivered.

How is the heating cost distributed across units?

A resident asks what the fixed heating charge is for. What do we say?

The area-based part is that unit's share of the building's common heat loss — which is why a unit that never turns the heating on still pays it. The ratio is not fixed; it is a project parameter.

Are winter and summer periods calculated differently?

The period type is chosen as winter or summer when the bill is created. In periods where heating is not running, only items such as hot and cold water and the reading fee are allocated.
